ABOUT NATIONAL OZONE OFFICE (NOO) NIGERIA

 Nigeria’s interest in the protection of the ozone layer dates back to 1978 when the United States Government informed the Nigerian Government that some industries in Nigeria were importing CFCs that had been banned in the US.  At the ninth and tenth meetings of the Governing Council of UNEP in 1982, Nigeria and Sweden sponsored a Resolution on the Protection of the Ozone Layer.  Nigeria participated actively in the negotiations leading to the Vienna Convention and the Montreal Protocol as well as co-sponsored the resolution of Article 5 on the special needs of developing countries, by which the Multilateral Fund was established. Nigeria acceded to the Vienna Convention and the Montreal Protocol on October 31, 1988, both of which entered into force on January 29, 1989.  Since ratifying the Protocol, Nigeria has continued to play an active role within its framework.
 
Nigeria had put in place all the necessary structures required for the implementation of the protocol namely the setting up of the National Ozone Office, the National Advisory Ozone Committee (NAOCOM), and the preparation of a Country Programme of action for the phase out of ODS.

Nigeria participated actively at the meetings making several contributions to the plenary on thematic agenda item issues and represented the African Group at the Contact Group on ToR on replenishment of the MLF among others
Nigeria also participated at informal consultations and side events during the meeting.

The NOO, Nigeria was proud to support the World Refrigeration Day campaign.  Thus, they joined other Ozone Officers in the world refrigeration day (WRD) webinar held to celebrate the 2019 WRD, hoping to launch it soon during the International Day for the Preservation of Ozone Layer

The initiative will raise the profile of the important contribution that refrigeration, air conditioning and heat pumps (RAHP) make globally across so many aspects of modern life – from medical, to food supply and farming, process engineering to data and IT, refrigeration technologies are essential and yet go widely unrecognized.

UNDP Workshop for National Ozone officers in NewYork USA 21 - 24, May 2019

The meeting gave an opportunity for the NOO to have a bilateral talk with Mr. Etienne Gonin (UNDP, MPU) & KCEP representative on the status of KCEP project and stage1 completion activities which will end by June 2019.

The meetings were organized by the UN Environment Programme (UNEP) OzonAction and gave room for the National Ozone Officers within Inter-regional level to:

 discuss the recent decisions and recommendations of Parties as regards implementation of the Montreal Protocol (MP);

 meet with international and National Ozone experts (tagged Join the Experts session) for discussion on various MP issues;

 build capacity of National Ozone Officers (NOOs) and National Energy Policy Makers (NEPS) for linking Energy Efficiency (EE) with MP    objectives in support of the Kigali Amendment (KA).

Workshop on Aggregated Demand for Super-efficient Refrigeration & Air-conditioning in West Africa, Morocco, 1st march, 2018
The workshop was organized by the Institute for Governance & Sustainable Development (IGSD) with the aim to explore opportunities to aggregate demand for Room Air Conditioners (“buyers’ club”) with the aim to ensure affordability of super-efficient equipment. The workshop also aims to provide opportunity to learn from recent experience in India and explore innovative avenues to avoid penetration of expensive obsolete Refrigeration & Air-conditioning technologies. Participants include some representatives from NOOs, banks, equipment manufacturers and importers, refrigeration & air-conditioning associations and some government agencies from Morocco.

One of the Key components of stage I of the HPMP, Upgrade of a System House at Vitapur Nig. Ltd for the formulation of methyl formate (MF) based pre blended polyols to be used as alternative to HCFC 141b in the polyurethane foam sector. The project was completed early 2018.

Monitored the installation of Low Pressure Foaming Machines (LPFM) distributed to some ice making machine manufacturers in some states of the country. 

The Federal Ministry of Environment through the NOO in collaboration with UNIDO monitored the installation of Low Pressure Foaming Machines (LPFM) distributed to some ice making machine manufacturers in some states of the country. The NOO also monitored training of beneficiaries. The installation & training started with Lagos beneficiaries in May, 2018 and ended in June, 2018 with Onitsha Beneficiaries. The machines are designed to use water, an ozone-friendly substance, as the blowing agent in the production of thermal insulation for ice cube making machines. The project is implemented under UNIDO component of the HPMP.

The Ministry embarked on a visit to TIP, PH Rivers state to monitor the destruction of 1.5T CFC-12 wastes collected and stored in Halon Bank under UNIDO Project for the Disposal of Ozone Depleting Substances, April  & July 2018



The team was led by the Director Pollution Control and Environmental Health, Mr. C.K Ikeah at the first monitoring visit in April. While the final destruction done in July 2018 was monitored by the NOO Staff of the Ministry

- To monitor the destruction of 1.5T CFC-12 collected under the UNIDO Project for the Disposal of ODS;

- The final visit was to ,onitor the final destruction/disposal of the remaining wastes ensuring safe keeping of the empty cylinders and to confirm compliance of the company with the initial observations made by the FMEnv team.
